General Requirements for Pet Travel to Japan

  • All vaccinations, treatments, and blood tests must be completed by a USDA-Accredited Veterinarian.
  • Snub nosed (brachycephalic) pets are allowed to travel as temperatures and airlines allow.  We do not fly pets if temperatures are in excess of 80.
  • Pets may travel in cabin on some airlines to Japan, but most require pets to be in Hold for travel within Japan
  • AQS notification can now be done through an online portal, we complete this for all our clients, so you don't have to figure it out.
  • Typically pets fly into 1 of 2 airports in Tokyo-NRT or HND.  HND has more options for onward travel within Japan than NRT.

Step-by-Step Pet Import Process

  • Must be ISO-compatible and implanted before the first rabies vaccine.
  • Microchip numbers starting with "900 202" are currently under investigation for their validity. Please note that for the time being, these microchips will not be accepted as a means of identification.(Apr.7, 2023)
  • Microchip number must be readable and match all documents.
  • If not readable/matching: 180-day quarantine or return at owner's cost.
  • Two rabies vaccines required after microchip implantation.
    • 1st vaccine: Pet must be at least 91 days old.
    • 2nd vaccine: Given >30 days after the first and before the first expires.
  • Original signed rabies certificates must accompany pet.
  • Done on or after 2nd rabies vaccine by USDA-accredited vet.
  • Must show ≥ 0.50 IU/mL and be from an approved lab (e.g., KSU Rabies Lab).
  • Valid for 2 years if rabies vaccines remain current.
  • 180-day wait after the titer test before entering Japan to avoid quarantine
    • Military service members living on miliary instillations can complete their quarantine at home.
  • Original test result must travel with the pet.
  • NOTE: Advanced notice is not required when traveling on Military flight (AMC or PE)
  • Notify Japan's Animal Quarantine Service (AQS) at least 40 days before arrival.
    • Shorter than 40 day notice may be granted for miliary service members on PCS orders.
  • The approved AQS (APPROVAL OF IMPORT INSPECTION OF ANIMALS) is needed for your final health appointment as the USDA will not endorse without this.  
  • Notification acts as an import permit.
  • Japan-specific forms (Certificates A & C) required, not standard APHIS 7001.
  • Must be signed by a USDA-accredited vet within 10 days of travel and USDA-endorsed.
  • Originals must travel with your pet.
  • Cats: FVRCP, Feline Leukemia.
  • Dogs: DHPP, Bordetella, Leptospirosis, Canine Influenza.
  • Dogs: Must enter through approved ports (specific airports/seaports).

      New Chitose airport, Narita international airport, Haneda airport, Chubu International airport, Kansai International airport, Osaka Itami airport, Kobe airport, Kitakyusyu airport, Fukuoka airport, Kagoshima airport, Naha airport

      Seaport

      Tomakomai seaport, Keihin seaport (Tokyo, Yokohama), Nagoya seaport, Hanshin seaport (Osaka, Hyogo), Kanmon seaport, Hakata seaport, Kagoshima seaport, Naha seaport

      If you import cats or come with your assistance dog (guide dogs, service dogs, and hearing dogs regulated by law in Japan) through a port other than listed above, please contact Animal Quarantine Service in advance.

  • Cats: No port restrictions.
  • Dogs must be registered within 30 days of arrival at the local municipality.
  • Annual rabies vaccination required in Japan.

Banned Breeds & Hybrids

There are no banned breeds.  Hybrids may require import and export approval with Fish and Wildlife.

Age & Pregnancy Restrictions

  • Pets cannot be more than 30 days pregnant at the time of travel.
  • No suckling young are allowed to travel.

  • Pets must travel in an IATA-compliant kennel.
